downloaded

and then ran:
sh hplip-3.16.11-plugin.run --tar xf

Further datapoint: This regressed already in the 9.20~dfsg-3.2+deb9u4
vesion, so its not going to be the same issue as #909929.
Unstable's version (9.25~dfsg-2) looks good as well.
