I believe that the umask issue was corrected in xinetd
2.1.8.9pre16.
Particular changelog entry which catches my eye:
Changed umask to OR 022 with current umask - Solar Designer

I am adopting the xinetd package and am trying to clear as much of the
cruft bugs as I can from the BTS.
You say that your configuration worked with the 'sid' version of
xinetd which I assume at the time was 1:2.3.0-1.
