There has since been a QA upload of 0.5-2 which made most of these patches redundant. I have adopted the package, and made my first upload (0.5-3) including your Rules-Requires-Root patch. I'm not convinced that it makes sense to add the GPG signature check in the absence of any new uploads, as we don't really know what key might be used for this.
