I will need help with this. I’m not familiar with Debian packaging, nor with the technologies used to build the libmilter package.
I think a simple milter.pc file would look something like the following:

includedir=${prefix}/include
Name: milter
Description: Sendmail Mail Filter API (Milter)
Version: 8.15.2

It needs to be installed at the ‘multiarch .pc file path’:

Here’s a random package that generates a .pc file with make, perhaps it
can be used for inspiration:

So those are the pieces. If someone familiar with the libmilter build
could help integrate it, I would be very grateful.
