In kdm's case I think I will look into what it would take to make it
have a seperate configurable config dir, maybe make it use
$sysconf/X11/kdm instead or something like that, it has no reason to
have multiple configs, for example individual users don't have configs
for it.

FWIW, this wasn't an RC bug (in fact the bug wasn't even in the debian
BTS). It was however a bug that had been annoying me, and
KDE 3.2 is slowly being uploaded to experimental. It may take some time
to show up there due to the many packaging changes, and therefore the
NEW status of many packages.
