I have fixed the issue. Turns out this is a "feature" in KDE now.
One other small thing we did in 4.7 on the panel is make the default
launchers in the taskbar for file manager and web browser follow your
prefered applications as set in the system settings. Which means we have

I can only reproduce it on a regular basis up to kde version 4.4.5
I am convinced that it was also present in more recent versions, that where in
testing for a while. However, I was not able to reproduce it, even once, with
version 4.8.4, so it is wise to consider it was solved.
