Source: kde-l10n
Followup-For: Bug #791872
Tom's analysis is correct. The root cause is removing translation files
allegedly shipped in other packages. Rolling back kde-l10n to previous Debian
revision (4.14.0-1) fixes the issue.
The problem is that kde-l10n 4.14.0-2 already reached testing,
For the reference, this issue is fixed as of version 4.13.2-1,
available in both testing and unstable.
This bug may be now closed (I would do it myself, but I am unsure
whether it would break some rule here and how to do it).

and re-applying
the patch, I rebuilt package; it did had semicolon in right place, and
therefore
should not be affected by this issue (I did not install it to verify).

This can be fixed by moving files from /usr/share/templates/ to
appropriate packages (karbon, calligrasheets, calligrastage and
calligrawords).

Due to this bug, battery Plasmoid is unable to *read* how much time will
battery live before it runs out of power (it is unable to show it anyway
without manual editing of config files, but this is upstream design
decision; inability to convert is clearly a bug).

to version 4.9.1-3 (newest in testing).
Everything is working fine once again, no plasma-desktop segfaults here.
Thanks for your reply and work on Debian! :)

(in order to change icon or anything), KDE will prefer
global .desktop file over local .desktop file. This is counter-intuitive
-- KDE should use global .desktop file only if local .desktop file
is inaccessible.
Source file in question is kdelibs/kfile/knewfilemenu.cpp

that
bug. Hence, I file it against KWin.
I have found similar problem on SMPlayer's bugs tracking system, but it
slipped without any attention:
