This is a fresh install of sarge/testing. When I try to configure the
clock applet in the panel to show the date in the default digital
display, it shows me the time zone region New York, but not the date.

Just to follow up, if I bring up the adjust time and date dialog, change
the timezone dropdown
to another value and back to new york, and click apply, the timezone now
shows EDT as
I expect. However, after I hit OK, it goes back to UTC.
