Because I've just created a dummy kdepim-runtime and konversation is running just fine. So it doesn't _really_ depend on it. Moreover, kdepim-runtime is currently uninstallable, so akregator is also currently uninstallable. For no good reason. Please consider suggesting it rather than depending on it.
