thanks for the information - I have issued two RFHs for the main packages (qiskit-terra [1] and qiskit-aer [2]), hoping that the effort can be revived with additional help. The third package (qiskit-ibmq-provider) has slightly different considerations: it is on the process of being archived/replaced by upstream, and I would prefer somebody else to lead the effort in packaging the replacement(s) if there is interest (hence the RFA instead [3]).
