parallel=%,$(DEB_BUILD_OPTIONS)))
and then runs make -j$(NUMJOBS). If DEB_BUILD_OPTIONS is not set, or
doesn't contain a parallelism setting, this results in unlimited
parallelism instead of the expected -j1, pretty much killing the build
host.
