I just did a fresh sendmail installation on Debian Etch getting this
auto-generated new /etc/mail/access file:

titan:~# grep "^Connect:.*RELAY" /etc/mail/access
Connect:localhost               RELAY
Connect:127                             RELAY
Connect:[IPv6:::1]              RELAY
titan:~#
