It is. Check the permissions on /dev/fb0. Also check that

FYI, the latest MAKEDEV package is broken in its handling of the fb.
It appears the case stament expects an arg of 'fb', while the creation
routing expects 'fb0'. This results in a failed expression evaluation
and the misguided beliefe tha the value 'root' is the minor number of
the fb device.

You can't have swap as the first partition on the disk. The boot
loader and the swap overwrite each other.
My first partition starts at 1, rather than 0, because fdisk warned me
about that problem. But I can't boot even if I run swapoff before
running silo before shutdown -h and attempted
