The L1 key is labeled "Stop" on my type5. Most type 4 keyboards had
both L1 and Stop on the key.

I have been having the same issue with all the netboot images newer than
woody, including the current one. My hardware is very similar, but a slower
400MHz CPU.
btw. Stop-A seems to be equivalent to L1-A.
