The perl package has mostly failed to build on sparc64 recently due to
waithires.t failures. There's a few successful builds too (including
5.26.0-1) so it's probably nondetermin

Also, I've already tried changing /etc/default/console-setup and it
edits itself back to its former state.

No, that should not be necessary. I honesly have no idea why it's not
working. I just added "console=ttyS0,115200,8n1 keep_bootcon
