Sounds like SILO needs to be updated as to the boot device. If your previous
install is configured for /dev/sda and the drive shows as something else
(like /dev/sdb) it won't boot.
Of course, I'm speaking from experiance booting Debian directly, not using a
tftpboot, but I think the problem is

2.4.21. I had very few problems getting it up and running with Debian Woody
(r1) with a Sun keyboard VGA multi-sync monitor attached. Once I had
everything setup, I switched to serial.
