I figured-out that the clock problem is related to time zones.
The hardware clock is set correctly. Linux is compensating
for a time difference that doesn't exist. I know this because

web server. I need to set the following, for all users, including root.
i have added the following to /etc/profile, /etc/bash.bashrc, /

indicator. I have removed them, and cleaned them up, yet nothing I do will
