Your firewall rules look, uh, ugly, meaning, not meant for human eyes.
You should try to isolate your problem from bottom to top:
Try a minimalistic firewall. Just for testing, of course, as this is
totally insecure:
# Clear all rules
/sbin/iptables -F; /sbin/iptables -t nat -F; /sbin/iptables
Ars Technica has really good recommendations to build complete systems.
Even if you just want a mobo, and even if their choices are not
availiable in your surroundings, it makes for a good read.

It's probably a problem with some rogue extension. No matter if you try
to disable/uninstall it, it already fsck'd up your chrome config!
If you are not afraid of the code, you can try to search for 'class="t'
in your $PROFILE/chrome/*, and try to identify to which extension the
line belongs.

For several hours I have been receiving SYN packets from *lots* of hosts.
It doesn't appears to be a *personal* attack, but most probably some new
virii/vermii, because:
The hit frequency is not that high: my latencies have gone to the sky,
