directory containing (local) Debian packages ?

Yes, you can make a packages file by running dpkg-scanpackages.
Check out its man page on your Debian system.

Yes, dpkg-scanpackages(8) is the command to create Packages files. It
has a thorough man page. You may need to install dpkg and dpkg-dev
