permissions wrong in new base-files ?

I installed the new base-files, mainly because I needed to install base again to once again restore my /tmp directory, which keeps losing world-write permissions. As far as I can tell, /tmp created by base-files has the wrong permissions too.. I extracted it with dpkg-deb -x also with the same
