I'm about 98% positive this is a Gtk font encoding bug.  I ran into the
same problem earlier this week with dillo (compiled from source, not
Debianized) and XChat, on my Sid box.  It involved confusion over
iso8859 and iso10646 

Google search eventually turned up some references to font handling and
font encoding.  I don't find much discussion in debian-x on this issue,
though this comment (and following thread) seems to foreshadow the
problems I experienced:

My own fix was to recompile dillo (a fast, light, browser) such that its
font selection explicitly specified iso8859 encoding (this is a brute
hack, not a fix -- dillo's font selections are hardcoded ;-).  From what
I can make of discussion, the long-term fix is to address how Gtk+
itself identifies fonts.

Another possible workaround is to change the collate sequence of fonts,
such that the 8859 font is always listed prior to 10646.  I'm not sure
how to do this, and it appears from the debian-x thread that multiple
encodings are coded in a single font specification.  Anyone with info
please comment.
