try:
dpkg --unpack libpam.deb libpam-util.deb
then:
dpkg --configure libpam.deb
dpkg --configure libpam-util
You may have to play around with the order in which you configure it, not

I am having trouble installing Pam with dpkg. It has "circular"
dependencies.
If I try to install libpam0g, it tells me that it needs libpam0g-util
installed and configured first.
If I try to istall libpam0g-util, it tells me that is needs libpam0g
istalled first.
