If apt-get is interrupted, it'll continue from where it left off. Note

apt keeps downloaded packages (usually) in /var/cache/apt/archives,
untill you decide to remove them with apt-get clean, so the are not

Usually not, eventually you'll find them in
#secure method=pgp mode=sign
