Well, in the US, each mobile phone provider has their own email-to-SMS
gateway (http://www.notepage.net/smtp.htm
You could try using an email-to-sms gateway service -- many ISPs and
telecommunications companies offer such a service.

For SMS, you may have a problem however:
1) You may not want to have a phone connected to the server all the time
2) I don't know if you can sent an SMS via AT commands on a GSM
