Same behaviour here until attempting to drag top downward.
Open GIMP in debian 10,
open a rectangular image,
choose the selection tool (might not be necessary),
Select > All,
grab top boundary and dr

Ah, I just noticed that the screenshot program didn't include the
modified mouse pointer I see, it just added a generic pointer. But they
do show the selection area I describe.
