I was just noticing that the groupname for /usr/sbin/pppd is dip.
But, as I look in /etc/group, there is no dip group listed, only a
dialout group. Is this an oversight? Should I chgrp the
/usr/sbin/pppd* stuff to the dialout group?

You should have a group

That or a bug. What are you running?
