Disregard all that. I probably should have restarted inetd. I rebooted to test something relative to a different problem, and, presto changeo, approx started working, at least, as well as before (can "aptitude update" on the server with sources.list pointing to localhost, but can not "aptitude update" from a remote client). So I will be filing a bug report as you suggested and moving discussion there.
