Usually, yes. Currently[for testing], no. You could try the
metapackage from sid which is mostly installable on sarge with the
exception of nautilus and gnome-media.

GNOME is not a window manager. It's a collection of progs and libs.
But if you want to use the gnome panel with X-Window, you should put
the following line in $HOME/.xinitrc.
