I have here a Debian Stretch system with a Logitech RX300 mouse (changing the
mouse does not help)

I use touchpad, when I move the mouse icon, it is so easily to select a
whole rang, which is not my intention to select them.
I checked the setting of mouse and touchpad, but no constructive trial
has improved the mouse performance.

My mouse became unusable (frozen) after the upgrade (done the debian
way, with the kernel and udev upgraded first). It would come back after
a reboot, maybe, or not. i.e.--sometimes it would work, sometimes not.
Very Windows-like, btw...

You might try with gpm and without.
I usually had problems with gpm and pointing your mouse to /dev/gmpdata

/dev/mouse is usually a symlink to wherever the mouse is actually
installed /dev/ttyS0 for a COM1 mouse, /dev/psaux for a PS/2 style
mouse, etc. THis is so that apps can look for the mouse in a central
location without having to worry about differences

connected to our type 5 keyboard.
gpmcongif wants to find /dev/mouse which doesn't exist.
Xwindows won't run for the same reason.
We know the mouse is working as we have Solaris on this box and the mouse
