I believe you're looking for setterm -blank [0-60]. The documentation
is a bit weak,

systems. On all three systems, power management in the bios is set to
'always on.' All three systems have dramatically different monitors.
I'm running metrox's Xwindows and have not selected any of the screen
saver/power

The virtual console implementation in the linux kernel has a blank mode
which can be switched off using setterm(1); the XFree86 servers have a blank
mode
