Shouldn't modules be loaded via /etc/modules (or modconf, for that matter) in
Debian?

I don't think so. I saw a departmentet leaving telnet/ftp for ssh/scp. Ftp
must be only anonymous. If you give instruments for transition, is is

scheduled for auto-load somewhere, but obviously I can't de-select them in
modconf because they are not available in the new kernel...
