Updated my CDBS based variant of the package to also build separate
packages like Marc-André did. Hope I didn't to many mistakes, as I am
new to Debian package building.

OK. At this point, it's just gonna be /usr/include/openjpeg.h. The
slviewer app upstream looks for openjpeg/openjpeg.h but it's expecting
the user to copy all the relevent headers into its own include dir, so

instead of a fixed '-O3' in COMPILERFLAGS just re-use CFLAGS from top of
the file to take care of noopt in DEB_BUILD_OPTIONS.
