I'm responsible for too many things and I'd like to hand over bmap-tools
to someone else.

Upstream has basically no time for this particular package, so maintaining
bmap-tools is likely to involve becoming an upstream contributor or even
co-maintainer in order to fix bugs, particularly if there are
incompatibilities with newer Python or other dependencies.

Thanks,

 .
   * New maintainers (Closes: #1057086).
   * Use dh-sequence-python3.
   * Do not override dh_installchangelogs, it supports CHANGELOG.md.
   * Run tests with pytest, it works just as well as nose.
