The proper way to declare an intent-to-adopt is to retitle the original
bug, set yourself as the owner, and, since this is only a request for
adoption, contact the current maintainer.
(I'm closing this rather than merging to prevent the titles getting out
of sync, as seen in Bug#287985.)
