I have an improved version of this program that I wrote awhile back. It detects and displays colors for 8, 16, 88, and 256 color terminals. It has 3 display modes, and provides a handy 88<->256 color value conversion utility.
It is written in python (2.5+) and uses curses for terminal detection. It has no dependencies on any non-core python modules.
