The repository can be signed and includes all specified
target packages and dependencies. The repository can then
be distributed and used to upgrade multiple devices in
sequence without needing network access.

This is a package I needed for work and turns out to be
potentially useful for other production environments,
especially where the base system is fixed between
milestones and custom software is released on top.

The principle will be that a sequence of ladder tarballs
can be kept, one for each milestone, allowing devices to
step up the ladder from one milestone to the next.

Downgrading, as in Debian, is not supported.

I'll be using Emdebian SVN before uploading.
