Bug#826601: ITP: itty -- the itty-bitty python web framework

I won't be packaging this after all. I thought I needed it for a hidden dependency of remotecv (which I'm packaging, see #825893), but after discussing this with the remotecv maintainers, we ended up removing the code that used itty entirely:
