some deleted file to test it with, I couldn't just go around and
randomly delete files to test it...

It looks like you changed remove_stale.pl to touch the
translations when a translation is removed in order to ensure that
the list of languages is accurate.
Did this work? If so, would you please close 231906? If not,
would you please summarize what remains to be done?

I'm not sure. The last auto-purge failed due to some random error on
the cvs server, and I haven't got the logs from the previous one to
check. I'll try remember checking this Sunday to see if it actually
works after the next auto-purge.
