This is true at least in ru_RU.KOI8-R locale. I tried launching xterm
with utf8: 1 and locale: false and then invoking luit. Before luit
was started, line-drawing characters were ok (but russian characters
were drawn as boxes).
Update: nothing changes is I specify the (same) font via
utf8Fonts.font resource. Besides, problem persists with default font
setting.

'Drift' or 'Tixus' (from xfonts-artwiz 1.4) in a Tcl/Tk client
(Trebuchet, a MUD client). It seems that the rendering in the preview

As a way to circumvent this, I propose that we pre-seed
xserver-xfree86 settings about keyboard, mostly
xserver-xfree86/config/inputdevice/keyboard/model and
xserver-xfree86/config/inputdevice/keyboard/layout with appropriate
values, depending on the chosen keyboard layout
