[RFC] Mesa package updates for experimental

I recently made a local package of mesa 8.0.4+git for some of my systems, and while most of the patches I included was backports, I included some additional packaging updates applicable to debian-experimental branch. In the hope they may be of use to you, I've prepared this series for your
