I think a better approach, would be to use a trailing comms in the list
"-Dvulkan-drivers=['amd','swrast',]"
Does work. So doing:
VULKAN_DRIVERS += 'intel',
"-Dvulkan-drivers=[$(VULKAN_DRIVERS)]"
would probably work
