Thanks for the quick response and clarification guys. Sorry I didn't realize that the issue is coming from Xft. It does look like the TrueType Specification includes a tracking table for the font [http://developer.apple.com/textfonts/TTRefMan/RM06/Chap6.html and http://developer.apple.com/textfonts/TTRefMan/RM06/Chap6trak.html].
Assuming DejaVu Sans Mono defines the Tracking Table then proper rendering should respect the values in the table.
