pkg-config enabling libX11

Here is a patch that enables pkg-config for libX11. I think that it has to be applied before 017. My suggestion is to move 017 to 017a and put this patch in as 017_x11-pkg-config-enable.diff. I will do this unless an objection is posted on this list. On a slightly realated note, I think Daniel is
