We've been running MS DNS for years with no problem...except when our
upstream DNS started flaking out, at which point we switched to using
Verizon's big honking (technical term) DNS servers.

You could add a WHITELISTFILE line in there, that would point to their own
whitelist file. So you could have:
C:\IMail\Declude\example.com\username.junkmail
C:\IMail\Declude\example.com\username.whi

I know the users can have a whitelist in their contact list,
but I don't want to make it too complicated for each user.

It will automatically be blocked if you use the NONENGLISH test.
While it would be possible with current releases to have a filter that
would catch it, the latest interim does subject decoding,
I went to dnsreports and everything seems to be timing out.
It's fixed now (good 'ole BIND hung again).
