It's hard to say depending on how the message was whitelisted dictates
which tests are ran. I never seen an official list on what tests get
run based on the level of whitelisting but I believe user authenticated
skips all tests. Can anyone confirm that?

capital A eg.

Declude filters do not check q(envelope) files though.

Since Declude's whitelisting bypasses any tests, an external test won't work.
So, it appears you would need to write a plug-in that is called by IMail, and
then chains to Declude after rewriting the message.
