You are right, the SYSCONGLOMERATES.CONGLOMERATENAMEis different in this particular example and could be used to make a join against SYSCONSTRAINTS.CONSTRAINTNAME when a user does not supply a name for the constraint.
When no name is supplied for the constraint,
