My 2 cents are for not including derbyrun.jar. Since we don;t mention about
how to use derbyrun.jar. May be we can include that and modify the plugin to
use derbyrun.jar in the future...

Note that '.' (dot) has no meaning in Java, thus the eclipse plugin should not

as it's technically non-portable, though likely to work on most operating
behavior. It's a minority

I am running regression tests just to be safe. If the tests pass, I'm inclined
to commit this patch unless someone objects.

I had a think-session with Andrew, and finally noticed that the
eclipse plugin started the processes with -Dderby.system.home=. Using
that property with NetworkServerControl start and ij, I could
duplicate the behavior outside eclipse.
I do not think changing the default and template policy file
