How to start synchronization of repository on github and in subversion?
A lot of Apache projects have been migrated to github already. Is there any
plans to make repo on github as primary repository?

Yes, that's what I meant. The valid users are the users declared in your
network-wide authentication scheme, which in your case is NATIVE
authentication using a credentials database.
