There isnt a gui method to lock a users account in users-admin in Lucid.
However if you via terminal issue the command sudo usermod -L
(i.e. lock the user account), users-admin correctly displays a button to
re-enable the user account

I can reproduce this issue with other apps too. I have a similar bug in
unity too bug 646733 but the real problem I think is in indicator-sound

Sometimes when the login screen is displayed, my avatar is missing. It's not
