I using Ubuntu 13.10 with GNOME Shell new classic session mode. When I tryed
defining some super+letter shortcuts, this shortcuts are not worked my system.
For example in Terminal simple typed the shortcut letter.
Two testcases with reproduced this issue:

I don't know the current status of this bug, but I made a patch to fix
part of the issue.
The patch adds a GSettings option (com.canonical.Unity.Panel.menubar-
always-visible) that allows making the global menubar always visible.
This patch was done with the unity in 13.10 repos right now, but it
